Grassroots Building Legislation: The Making of the Oregon People’s Rebate Ballot Measure

Voters in twenty four states and Washington, DC can use legislative referral and/or ballot initiative processes at the statewide level to codify societal change. In this discussion, panelists will discuss the ballot initiative process and how the UBI community could and should use ballot initiatives, in conjunction with other campaigns and types of activism, to accelerate the implementation of UBI programs at the state level with an eye towards eventual federal implementation. The Oregon People’s Rebate will be the case study discussed throughout.
Panelists:
Antonio Gisbert, Oregon People’s Rebate
Antonio Gisbert is a former scientist and union organizer/representative now working on economic justice through direct democracy. Antonio is the Chief Petitioner of the Oregon People’s Rebate, a statewide ballot initiative qualifying for the November 2022 election. This initiative will rebate every Oregonian, regardless of age, income, or status about $750 every year. The rebate is funded by increasing the minimum corporate tax for big corporations. The Oregon People’s Rebate would be the largest universal income program in the United States since the Alaska Permanent Fund Dividend. On off days, Antonio enjoys harvesting wild mushrooms with his partner.
