About Dr. Bill Rivers:

Dr. Bill Rivers is a nationally recognized expert in language access policy, with more than 30 years of experience in langu

age for economic development, education, and national security. He previously served as Executive Director of the Joint National Committee for Languages – National Council for Languages and International Studies (JNCL-NCLIS), and has advised Congress, federal agencies, and advocacy coalitions on language policy and compliance.

His background spans linguistics, program evaluation, and advanced technologies for language and culture training. He holds a PhD in Russian, has taught language policy and linguistics at the university level, and continues to consult on issues impacting providers, educators, and LEP communities across the U.S.
